This guide is for Indian students heading into a 2027 intake who keep hearing about PM Vidyalaxmi for abroad studies. It explains what the scheme covers, why it leaves out foreign universities, and which education loan route and government benefits actually fund an overseas degree. It matters this year because the government widened PM Vidyalaxmi to 1,425 Indian institutions in 2026, while the UK and Canada raised the proof of funds that 2027 applicants must show.

What the PM Vidyalaxmi Scheme Really Offers

The Union Cabinet approved the PM Vidyalaxmi scheme on 6 November 2024, with an outlay of ₹3,600 crore up to 2030-31. The scheme supports meritorious students who win admission to Quality Higher Education Institutions (QHEIs) inside India. In 2026, the government widened the list to 1,425 identified institutions, including IITs, IIMs and NITs.

Here is what an eligible student gets:

  • Loans without collateral or a guarantor from participating banks
  • A 75% credit guarantee from the government on loans up to ₹7.5 lakh
  • 3% interest subvention during the moratorium on loans up to ₹10 lakh, for families earning up to ₹8 lakh a year
  • Full interest subvention for families earning up to ₹4.5 lakh a year in technical and professional courses, through the PM-USP CSIS scheme

For a student heading to a top Indian campus, these benefits cut borrowing costs sharply. For a student holding an offer from a foreign university, none of them apply.

Does PM Vidyalaxmi Cover Abroad Studies?

No. The scheme guidelines clearly leave out three groups: foreign universities, foreign campuses of Indian institutions, and Indian campuses of foreign universities. Every implementing bank follows the same rule. That means no branch can extend a PM Vidyalaxmi loan to a university in London or Boston.

So why does the confusion keep spreading? Many websites still quote a “₹20 lakh for abroad studies” limit under the scheme. That figure comes from older loan slabs that banks used, not from PM Vidyalaxmi. Some bank staff add to the muddle when they pitch a regular loan as a “government scheme loan.”

Vidya Lakshmi Portal vs PM Vidyalaxmi Scheme

The names sound alike, but they do different jobs. The Department of Financial Services launched the Vidya Lakshmi Portal in 2015 with NSDL e-Governance and the Indian Banks’ Association. The portal lets you fill one Common Education Loan Application Form (CELAF) and apply to up to three banks at once.

PM Vidyalaxmi is just one scheme on that portal. You can still use the portal to apply for a regular loan for a foreign university. It simply attaches no subsidy to that loan.

Key takeaway: PM Vidyalaxmi funds study in India only, so a student with a foreign admit needs a bank or NBFC education loan instead.

The Scheme That Actually Works: An Education Loan for Abroad Studies

The real engine behind most study abroad journeys is a standard education loan for study abroad from a public sector bank, a private bank or an NBFC. These lenders fund tuition, living costs, travel, insurance and the proof of funds your visa demands. They also issue the sanction letter that visa officers in the USA, UK, Canada, Australia and Germany accept as evidence of money.

Here is where rates stand in September 2026:

Lender Type Indicative Interest Rate Collateral Typical Speed
Public sector banks (SBI, Bank of Baroda, PNB) 8.25% to 9.5% Banks ask for it on large loans; SBI lends up to ₹50 lakh unsecured for approved universities 7 to 20 working days
Private banks 9.5% to 11.5% Lenders often ask for it above ₹40 to ₹50 lakh Faster than public banks
NBFCs (Credila, Avanse, Auxilo and others) From about 9.95% secured and 11.25% unsecured Many lend without it 3 to 5 working days for clear cases

Public sector banks charge the lowest rates, and SBI charges no processing fee on its Global Ed-Vantage scheme. NBFCs cost more, but they move fast. They also judge your co-applicant’s income, your university and your course rather than your property. When your I-20 or CAS deadline looms, that speed often decides the matter.

Our page on education loan interest rates in India tracks the latest numbers. The NBFC vs bank education loan guide compares both routes side by side.

Secured or Unsecured: Choose What Fits Your Family

If your family owns property or a fixed deposit, a secured bank loan usually costs 2 to 3 percentage points less than an unsecured NBFC loan. On a ₹50 lakh loan over ten years, that gap can save you several lakh rupees in interest. Check early whether your lender accepts agricultural land, because several lenders restrict it.

No collateral? You can still borrow. Many students take an education loan without collateral based on a parent’s income and a strong university. Some families mix both: a secured bank loan covers the bulk, and an unsecured top up covers the rest. Our secured vs unsecured education loan guide explains the trade-offs in detail.

Government Support That Still Helps Students Going Abroad

PM Vidyalaxmi stops at India’s borders, but a few government benefits still reach overseas students. Each one works with a regular education loan, not in place of it.

Dr. Ambedkar Central Sector Scheme of Interest Subsidy

The Department of Social Justice and Empowerment runs this scheme for OBC and EBC students. It pays the full interest during the moratorium for Master’s, MPhil and PhD courses abroad, on loans up to ₹20 lakh. OBC families must earn ₹3 lakh a year or less, and EBC families ₹2.5 lakh or less. The loan must come from a scheduled bank under the IBA model, so NBFC loans do not qualify.

Padho Pardesh

The Ministry of Minority Affairs stopped taking new applications from 2022-23. Ignore any website that still invites you to apply.

Zero TCS on Loan-Funded Remittances

Since 1 April 2025, banks collect no TCS when you send education money abroad from a loan by a specified financial institution. Self-funded transfers above the yearly limit still attract TCS. Route tuition payments through your loan disbursement wherever you can.

Section 129 Tax Deduction (formerly Section 80E)

Whoever repays the loan can deduct the full interest paid for up to eight years, with no upper limit, under the old tax regime. The deduction covers interest only, not the principal.

Key takeaway: Pick a lender that keeps every benefit you qualify for open, because an NBFC loan rules out the Dr. Ambedkar subsidy.

How to Get an Education Loan for Abroad Studies in 5 Steps

  1. Check eligibility before your admit arrives. Lenders can assess your file early, so your sanction letter stands ready the week your offer lands.
  2. Work out the full cost. Add tuition, living costs, travel and visa fees. From 30 November 2026, the UK asks for £1,570 a month in London and £1,203 outside London, for up to nine months. From 1 September 2026, Canada asks for CAD 23,448 in living costs. Our country-by-country cost guide shows each destination in rupees.
  3. Compare at least three lenders. Look beyond the rate. Check processing fees, moratorium interest, margin money and prepayment terms.
  4. Prepare clean documents. Keep your admit letter, academic records, KYC and your co-applicant’s income proof ready. Our documents required for education loan checklist helps you close gaps early.
  5. Use the sanction letter for your visa. Submit it with your I-20, CAS, study permit or CoE file. Then track disbursement dates against your fee deadlines.

Mistakes That Cost Students Time and Money

Many families lose four to eight weeks chasing a subsidy that never applied to them. Others pick an NBFC for speed and later discover they gave up a Dr. Ambedkar subsidy they qualified for. Some size the loan on old visa figures and fall short when the embassy asks for proof.

The fix is simple. Confirm which benefits apply to you, size the loan on current costs and start the lender process early. Small choices at the start protect you from big stress later.
